Sequencing Content, Store Build, and App Development for a New Dubai Business

I've been mapping out a launch plan for a new business and trying to figure out the right order to tackle everything without spreading resources too thin early on. My initial instinct was to start with a content marketing agency dubai team to build some brand awareness before the store even goes live, but I'm second-guessing whether that's premature without an actual product to point people toward yet.

And somewhere in the mix, I keep wondering whether I should also be planning for a mobile app development company in dubai partnership early on, or whether that's something better left until after the website proves itself first.
One thing that keeps nagging at me is budget allocation. If I split resources evenly across content, store development, and app planning from the very beginning, I worry none of the three will get the attention needed to actually be done well. But if I front-load the budget entirely into the store build, I'm concerned we'll launch with a solid platform but zero audience actually aware it exists.
I've also been wondering whether content strategy should shape the store build at all, or if it's smarter to treat them as fully separate workstreams that only intersect once both are further along. Part of me thinks having a content plan early could actually influence product page structure or category naming in a useful way, but I don't have enough experience to know if that's overthinking it or a genuinely smart approach.
The app question is probably the one I'm least certain about. It feels like the kind of thing that could easily become a distraction if we commit to it too early, especially before we even know how customers respond to the website itself. But I've also heard that waiting too long to plan for mobile can mean playing catch-up later, so I don't want to dismiss it too quickly either.
Trying to juggle all three of these feels overwhelming for a first launch, especially without much of a marketing background to fall back on. For anyone who's gone through a similar startup phase, did you tackle content, store development, and app planning all at once, or space things out in phases? Curious what actually made sense timing-wise once you were in the middle of it.
