Thought I'd share my own experience here since I went through this whole Degree Certificate Apostille thing myself a while back and remember being pretty lost at the start.
So, a Degree Certificate Apostille only matters if the country you're applying to falls under the Hague Convention- places like Germany, Canada, the UK, Australia, basically most of Europe. If you're headed to the UAE, Qatar, or Saudi Arabia, don't even go down the apostille route for your degree; none of that applies there; you'd need embassy attestation instead, which works on a totally different set of steps.
For India, the whole Degree Certificate Apostille thing runs in two parts. First is HRD attestation, and this one has to go through the state where your university is actually located, not wherever you happen to be living right now. I messed this up myself early on, submitted through my current state assuming it wouldn't make a difference, and it got rejected outright; it took me nearly a week to fix before I could even think about moving to the apostille stage.
Once HRD gives the clearance, the certificate then goes forward for apostille through MEA. Ministry of External Affairs is literally the only body allowed to issue a Degree Certificate Apostille anywhere in the country, and there's no direct submission either; everything routes through their authorized centers only.
Things you'll need: original degree certificate, passport copy, one passport photo, and depending on your state, sometimes a covering letter or consolidated marksheet as well, so better to confirm this beforehand.
