I have all my Gmail contacts downloaded in CSV format, but WhatsApp only reads contacts from the phone in VCF format. How can I convert them so I can sync them to WhatsApp easily?

If you want your Gmail contacts to show up in WhatsApp, the trick is to turn them into a VCF file first because WhatsApp doesn’t read CSV files.
