What is Error 25308 on Mac (Unable to Store Credential)
#1
Multiple reasons can trigger the -25308 error on your Mac, so the solutions to fix the Keychain issue are not unique. Here I summarized all the ways, you can look through and try them orderly until the problem is fixed.

Bypass the setup screen
You can bypass the setup screen, create a user account, log into your Mac with the new user account, and sign in to your iCloud account after the OS completes its final setup.

This way can remove the Apple ID of the previous owner in the Keychain and consequently eliminate the -25308 error.

Enter your Mac in Safe Mode
Safe Mode is a diagnostic mode on your Mac that boots up your Mac with only the minimum necessary programs and files. On the one hand, it can isolate all third-party software so to verify if the third-party apps cause the -25308 error on your Mac.

On the other hand, safe booting a Mac can troubleshoot and fix issues like system crashes (kernel panic) and crashing apps (crashed Keychain), which may be the glitches causing the 25308 error.

To enter your Mac in Safe Mode:

For an Apple silicon Mac:

Shut down your Mac.
Press the Touch ID to restart your Mac and hold the key until the startup options appear.
Select your startup disk, press the Shift key, and click Continue in Safe Mode.
Log in to your Mac with your account.
For an Intel processor Mac:

Reboot your Mac and immediately press down the Shift key until you see the login screen. You can see “Safe Boot” in the upper right corner of the menu bar.
Log in to your Mac.
Update your Mac
I find some users say that this error occurs on macOS Monterey and disappears after upgrading to macOS Ventura. If the above ways are in vain, you can try to update your Mac. That can refresh the system and fix bugs that result in the Keychain -25308 error.

The -25308 error, also called errSecInteractionNotAllowed, indicates a problem accessing or interacting with the Keychain database, where macOS stores passwords, certificates, and other secure information.

More precisely, the -25308 error on your Mac means that the keychain needed to interact with the user and that’s not allowed in this context.

It shows that your new MacBook is maybe a refurbished one and the Apple ID of the previous owner on find my/activation lock is still there, even though it was wiped when you bought it and mistakenly regarded it as a new machine.
