How to create voip app?

What I need is a VoIP app that allows users to make calls within the app, whether on mobile or PC. The key feature is that both users will have the app running, and they won’t need phone numbers to communicate. I’m specifically developing this app for mobile platforms, including Android, iOS, and possibly BlackBerry. I want to make sure that the app has good performance, a smooth user interface, and solid real-time communication features.
I’m wondering what technical knowledge I need to get started with this project. What do I need to know about the VoIP protocols, such as SIP or WebRTC, and how they work for mobile applications? Are there specific libraries or frameworks I should be familiar with for mobile development? I’m also interested in learning more about how to handle both voice and video calls within an app.
Additionally, what are the hardware and software requirements for the server that will support this VoIP service? I’m assuming there will be a need for high availability, low latency, and scalability.
